Who are they?
The Sector 13 Cartel is a criminal organization with handlers, soldiers and related story visitors. Its reputation relationship belongs to a particular starting route, rather than the five standard reputation groups.
Visits and shopkeeping
That route includes Cartel business and regular contact with a handler. Read which visitor is present: a handler, soldier, retired member and hitman have different roles. Cartel membership is distinct from a generic Black Market customer.
In the current Demo, the starting route that introduces Cartel reputation is locked. The organization and its associated story content exist, but the normal selectable Demo starts do not provide that weekly-business route.
