Who are they?
Thieves are Black Market visitors associated with stolen-goods trading. A seller arriving at the counter and a theft targeting your store are different situations.
Visits and shopkeeping
Set the 
Black Lamp’s target and place it in the showcase to attract the corresponding sellers. They occupy ordinary-customer slots. Before buying, inspect stolen and contraband markers, heat, price and storage needs.
Black Market reputation changes their visits and goods. For a report, judge the actual evidence and the visitor’s status. The crime guide covers hiding stock, while the showcase guide explains competition for visitor slots.
